The particular design of the butter bell reflects outside heat, which keeps it cool enough to not melt but warm enough to spread. The water creates an airtight seal over the surface of the butter inside the bell, which prevents exposure to oxygen. That exposure can result in off flavors and even rancidity (blech!) in your butter.
